Rs 1542.71 crore deficit budget for 2011-12 tabled in Assam Assembly
A deficit budget of rupees
1542.71 crore for the year 2011-12 was presented in the Assam
Legislative Assembly on Monday (July 11) by the Chief Minister Tarun
Gogoi. In his budget speech the Chief Minister said that his government
has decided to take number of new schemes for the benefit of the masses.
It may be noted here that a vote on account was passed for four months
from 1st of April, 2011 to July 31, 2011 due to the last Assembly
election. On taxation the Chief Minister said that the motor vehicle
taxes will be raised which is likely to grow at an annual rate of 15% in
the coming year. While promising to give emphasis on quality control,
capacity building and introduction of computerization as well as online
monitoring facilities the government proposed to take a few new measures
like prevention of sale and consumption of illicit liquor which is
likely to generate additional revenue to the tune of rupees 15 to 20
crore per year. On tax proposal the Chief Minister proposed to increase
deduction from rupees 5 to rupees 6 per kg of tea exported Inland
Container Depot at Amingaon near Guwahati from agricultural income tax.
In order to reduce the impact of high prices of LPG the Chief Minister
proposes to give tax relief of rupees 14 per LPG cylinder for domestic
consumers.
On law and order situation the Chief Minister in his budget
speech claimed that the prevailing situation in the state in by and
large peaceful as several militant outfits are in the process of holding
talks with the government for settlement of their problems. Under the
modernization of state police force scheme the government proposes to
establish 12 new police stations and 10 outposts during 2011-12.
On
education sector the government proposes to establish a science and
technology university in the state apart from the proposal of setting up
a science city in Guwahati. Government proposes to set up two major
cement plants along with preparation of master plans for 10 urban areas
and a rapid transit bus-corridor in Guwahati. Further the new budget
proposes to give employment facilities to 88,290 unemployed persons
during the year apart from appointing 40,000 teachers throughout the
state. The Chief Minister said that provincialisation scheme will
benefit 95,000 teachers of different categories in the state during
2011-12. 21 new polytechnic institutes will come up during the year.
On
health sector the government proposes to set up Assam Medical
Development Corporation to streamline construction, maintenance,
procurement and distribution activities relating to health services. It
has also decided to augment the infrastructure of Srimanta Sankardev
University of Health Sciences and Directorate of Medical Education and
also set up a new directorate namely AYUSH.
The Chief Minister said that
his government proposes to set up a state rural development authority
for fostering the development of rural areas in a planned manner. The
budget estimates of 2011-12 shows a receipt of rupees 36,892.68 crore
under the consolidated fund of the state. Out of this rupees 32,730.85
crore is on revenue account and the remaining rupees 4,161.83 crore is
under capital account. Taking into account the expenditure of rupees
93,980.00 crore under public account and rupees 50.00 crore under
Contingency fund, the aggregate expenditure for the year is estimated at
rupees 1,31,203.02 crore. Thus, estimated transactions during the year
will result in an estimated surplus of rupees 2,962.55 crore. This,
together with the opening deficit of rupees 4,505.26 crore for the year
2011-12 will lead to an estimated closing deficit of rupees 1,542.71
crore, the Chief Minister who is also holding the finance portfolio said.
