Dear Friends:

It is a picture of a typical 'ungoverned' part of the city of Karachi, appearing under the Opinion columns and also alternately appearing under "Cities Beyond the Law". It is not about Law & Order but about the third world cities' ghettoes. The contributor is Steve Inskeep writing from Washington, who is also the author of the book:Instant City;Life and Death in Karachi.(New York Times dated 4 12 2011).

We have lot to learn from these accounts by foreign visitors. The municipal laws cannot be enforced because of public protests.Protest by the public; the very people who encroach the land, the very people who want an end to corruption. A strip of land at Guwahati was encroached by a neighbour of mine. As I was not residing in my house, and keeping an eye on his activities, he fenced the area and started growing bananas. I complained to the revenue officials. They replied that the land was settled with the encroacher and Government had no power to evict the encroacher any more.

Sorry, I have become personal.

The Newswallah, Bharat edition, has appeared today (4 12 2011). The rest are mostly repeats.
