01.   India's NTPC eyeing 9,750-MW hydropower project

 

ARUNACHAL PRADESH, India 1/31/12
(PennWell) -- India's NTPC power company has submitted a pre-feasibility report
for a 9,750-MW hydroelectric project on the Brahmaputra River in Arunachal
Pradesh. 

The Siang Upper hydropower facility
would be the second largest in Asia after China's Three Gorges plant and would
increase the state-owned utility's overall production by more than a quarter. 

Sources say NTPC's filing was
partially prompted by reports of Chinese plans to construct a hydro
project upstream on the Brahmaputra .



The
countries currently have a doctrine of prior appropriation, which says the
river's rights of first appropriation belong to whoever utilizes it first.

to continue building and operating/exploiting  -YOUR dam designed by YOUR men  
across OUR     XUWANXIRI-enact TO LAW in Your
Parliament these:

A .  If  OUR
  village,  any person is effected   in 
any way  due  to  the   pattern  in which YOU Operate  YOUR 
DAM:

·        
Be that   loss 
in Agro output  due to loss of
ground water ,  soil nutrition,  LOCAL FLOODS ,WASHOUTS

·        
 Be that 
loss of  Forest   cover

·        
Be that   loss of Grasslands   and thereby depletion to our  cattle and  dairy 
herds

·        
Be that loss of our
water bodies,  aquatic  life 

·        
Be that loss of Gold
Panning Prospecting in SANDS in winter

·        
Be  that loss of    Boat/Ship navigability  upland from Brahmaputra     up to 
Gogamukh and all the way to International Boundary

 OUR  Affected Peoples’Courts’   Verdict   
shall be final   .GOI shall   Promptly compensate  as per current rates.



B.  As you are 
going to Block Our Waters—enact
now in YOUR Parliament       confirming OUR
rights   to block all our RIVERS
coming  down  from 
all   OUR  hills  
by OUR own designed/Built dams in all future : To backup water
heights   -- what   any of YOUR
DAMS   will block   ANY  
of Our Waters   now or in the Future.



  OUR Advice  
NOW to you   are  that:

1.         You declare  and revise 
and LIMIT    Gogamukh Dam  Height 
to 50 mtr  above    highest water level of 2000>2010 .You
can   have multiple cascade of Dams   to 1000mtr 
a.m.s.l

2.         As hill people
enjoy free access though/into Assam ,WE must have the same. For that  YOU build 
now  Ship Lift Lock at   YOUR Gogamukh  Dam- and at all Dams in the CASCADE  in 
future- to enable our Ships go all the way
to International border

3.       To minimize OUR  woes  DOWNSTREAMS  due to YOUR DAM,  make us Joint 
Controllers  FOR    
Level buildup    ,generation ,
Pumped Storage
