Dear Mr Thakuria

Seminars on the need of constitutional reforms are always welcome in a 
democracy. The Constitution itself provides the means as to  how we should go 
about it.But do the people of India really want it that way? For example, take 
the recent Occupy protests all over the world. It is still going on. A Gandhian 
wanted to create a Lokpal who would have more power. than the Prime Minister. 
And the Parliament almost gave in! The Prime Minister is not a dictator. He is 
the democratically leader of the ruling party.This is a new development in 
politics - the.triumph of ultra constitutional.means.

The Sixth Schedule of the Constitution of India gives many safeguards for the 
.uplift  of the less developed people of India. The safeguards were intended to 
last ten years to begin with. But
it has been extened after every next ten years. In the meantime, more and more 
people belonging to various groups are demanding to be included in the 
schedule.. Will a new Constituent Assembly be able to annul the Sixth Schedule 
altogether without a nationwide revolution? I am just giving an example to show 
what is at stake.

We talk of decentralisation of power. What is the result? A lot of money has 
gone down the drain especially in the Sixth Schedule areas. 

In politics there is a saying: The people get the government they want. There 
is another saying: The best form of government is what governs best.

n many fronts. The deepen crisis of governance & administration, regional 
mbalance, strain in Centre-State relationship, unabated corruption, and Indian 
ivil society with a blur vision only show the symptom of the calamity we are 
aiting for, said Dr BB Dutta, former Rajya Sabha Member, while addressing a 
istinguished gathering at Calcutta High Court auditorium today morning. He was 
elivering the welcome address in a seminar cum workshop on ‘Urgency of Reform 
n the Indian Political System: Revisiting the Constitution’ at Kolkata, where 
undreds of illustrious personalities from different sections of Indian society 
ave rubbed their soldiers.
rganized by the Calcutta High Court Bar Association in association with Divya 
eevan Foundation, the seminars is also addressed by Justice Kalyan J. Sengupta, 
ustice JS Verma, Himangshu Dey with many others.  The day long seminar is also 
ttended by SC Jamir, former Goa Governor and Nagaland chief minister, Manas 
houdhury, MLA from Meghalaya, BK Nath, proprietor of Jugasankha Publications, 
uwahati with some northeast India based journalists.
aking his point clear at the seminar Dr Dutta, also the chairman of Divya 
eevan Foundation,  highlighted the need of continued dialogues for  a better 
ndia. He also clarified that the exercise is for educating Indian themselves, 
ut no way designed to malign any political party or leaders in the country.
r Subhash C. Kashyap, a constitutional expert insisted that there is an urgent 
eed of political reform in India as the a partial colonial model of  
onstitution was adopted after India’s independence.  He also cited that 
xcessive power at New Delhi (we call it as centre) has created tremendous 
roblems in governance. Dr Kashyap also argued that if the sovereignty belongs 
o the people, they should be allowed to be governed by themselves (without 
nnecessary interference from the Union government in New Delhi), because the 
olitical power must return to the people.
