1. In Assam, we are not at all concerned about how public money is being
spent (or not spent).
2. Government is behaving irresponsibly in this decision -- it looks like
kind of bribing a young generation for political mileage than actually
trying to create a healthy competitive environment among the students. Is
this a 'Government's decision or decision of a political party that is
running the Government?'
3. It is actually in a way destroying a possible healthy competition among
the students -- you get 60% or 90% the reward is same!
4. Apart from the obvious use of a laptop or a computer for music or
videos, have they been already taught in the schools for its uses which are
academically beneficial?...report writing, statistical analysis, design,
....
5. There are many other things those government could have taken up (still
it can take up!) -

a. Providing merit scholarships or soft loans for post-graduate studies
for specialized branches which can strengthen Assam Government's
'functioning' in future - for e.g. water & waste water engineering, highway
engineering, construction management, contract management, architecture,
urban and regional planning, urban design, transport planning and
modelling, urban management, land management, environmental planning,
financial management, administrative management, economics, environmental
economics, etc
b. Revising Acts and legislative frameworks and reorganize departments
dealing with infrastructure services (all types), land development and
management, urban and regional planning and management, environmental
protection and planning, etc and create high-profile jobs with competitive
salaries for 'quality people' educated with government's scholarships or
soft-loans.
c. Providing merit scholarships for research scholars in the tertiary
academic institutions, increase assistance for meaningful research
projects, increase salaries of university and college teachers to get best
of the lots, facilitate associations with foreign universities for any
meaningful research related to Assam and surrounding areas.

Will we be seeing a government in Assam in our lifetime, which will take up
things seriously, will try genuinely solving Assam's problems, will
responsibly lead Assam on the path of rapid development (actual)?
Multi-storied buildings and number of highly priced cars on roads are not
signs of development if we neglect 'everything else'.
