If I remember correctly the DC Circuit Court of Appeals upheld (more than
once) the Executive Order that President Obama signed soon after taking
office.  I do not have details or figures about specific programs, but I do
know that some stem cell researchers came back to the U.S. (from their self
imposed "exiles" in Singapore and South Korea) after the EO was signed and
funds became available.

Anyway, that was just an example, but the broader point I was trying to
make is that elections have consequences.

I work in policy and I see this happen everyday.  The adverse impacts of
scientifically illiterate elected members and their anti-science policies
will not be apparent overnight primarily because such policies work by
chipping away at programs on the margins and because the U.S. has very
resilient institutions.  Without corrective action, over time, they will
undo the enormous advantages the U.S. holds in fundamental research.  By
then, those very professors and graduate students will not longer be able
to "save our reputation."
