Cinema has come to be recognized as one of the most powerful mediums. But in 
India it has remained a means of glossy entertainment, rather than a catalyst 
of social change and a vehicle of culture. And the efforts of the cine clubs 
have remained to large extent is dated and sporadic, to say the least. Cinema 
need to go beyond the main stream and the metropolitan, into the grass root 
level. And somehow when it comes to weaving myriad cultures, seen in India 
context, somehow we seem to fall behind.

The aims and objectives of Chalachitram are –

To take films closer to the people at large
To increase appreciate of recent trends of film and film making
To explore possibilities of film as a weapon to create awareness of our heritage
To have informed interactions, connect and collaborate with directors, 
producers, actions on films and film making
To bring into fore historical and social movement in support of objectives so 
stated
Film Festival and Cultural Fest

Seek to create a forum for building nationalism, unity and patriotism
To build national unity through cultural exchange
To bring governmental agencies closer to people when it comes to cultural 
exchange and debate
To create awareness of our rich culture and heritage, which is one of its kind 
and also dates back to the earliest times
To build a bridge between our traditional art form with that of modern era
To make Assam a hub of cinema tourism.


HERITAGE SHORT FILM COMPETITION :

e). Manuscript and Manuscript Paintings   f). Painting wood carving   g). Music 
and Musician   h). Festivals   i). Monuments and Heritage sites   j). Social 
reformers and pioneers   k). Sports   l). Tea and Oil Industry.

AWARDS :

Best film – Trophy with cash Award Rs 1,00,000 to the producer and certificate 
to the Director.
Best Director- Trophy with cash Award 15,000/- and certificate to the producer.
Best Music Director –Trophy with cash award 10,000/-
Best content/ screenplay – Trophy with cash award 10,000/-
Best Editor – Trophy with cash award 10,000/-
Best DoP- Trophy with cash award 10,000/-
Best Sound Designing – Trophy with cash award 10,000/-
Best Voice Over – Trophy with cash award 10,000/-
The jury panel shall comprise eminent directors, cultural icons, educationist 
from different parts of India.

RULES AND REGULATIONS

Aim and Objective

The objective of Heritage short film competition are –

To explore to possibilities of film as a weapon to create awareness about 
heritage.

To discover the uniqueness of our heritage which is our pride and part of 
cultural richness.

 SUBMISSION :

Entries at HSFC are open to all Indian citizens including NRIs.

Duration of the short film shall be 10 minutes including front and back credits.

The film may be in any format, including cell phone but only DVD will be 
accepted for the competition.

The film can either be silent or with dialogues. Films other than English, must 
have English subtitles.

The DVD can be sent by courier or post and should be submitted with Entry fee 
and Entry form

Film Festival has the rights to use the entries/selected films, preview DVD, 
synopsis by Director for promotional purposes and to retain DVD copies of each 
film as part of festival library.

Films once selected and submitted for final screening will not be allowed to be 
withdrawn under any circumstances till festival is over.

Entry materials including stills, posters synopsis of film shall not be 
returned to the entrant.

The two copies DVDs of the film(PAL or NTSC system mp4 format with H-24 codec 
or standard mpeg-2, avi, wmv format should have following on a plain paper and 
posted on the non-playing side- Film Title (original and English), Running time 
(in minutes), Country,  Year of Production, Contact number and email id of 
Producer/Production Company.

All hard copies /DVD sent to the HSFC must be prepaid and insured by your own 
protection and addressed to Director, Heritage Short Film Competition, Viswa

Complete documentation of the film is to be made to Festival when required. The 
DVD must be sent by registered mail stating of “No Commercial Value” and only 
for selection/cultural purposes. The postal/customs fees of the submitted film 
will be borne by the entrant. Multiple entries can be submitted but there 
should be separate entry forms, preview DVD, synopsis/description. Each film is 
to be considered as new entry. The organizing, selection committee members, 
juries are not allowed to participate as contestant.

 Early Bird Entry- Rs. 500/-
 Regular Entry – Rs. 1000/-
iii. Late Entry – Rs. 2000/-

Payment of fees – The entrant can pay by – Cheque or Demand Draft drawn in 
favour of Chalachitram payable at Guwahati. The cheque /DD can be sent through 
courier along with film, DVD and press kit or can be deposited locally against 
bank account number which will be available on request by email.

Film submission

Early Bird – Till 15th Feb 2017
Regular – 20th Feb 2017
Late Deadline – 25th Feb 2017
Announcement of Result – Ist March 2017

Festival dates – 3rd, 4th and 5th March, 2017

Film should be submitted before deadline. The HSFC is not responsible for late, 
lost, damaged, misdirected, postage due, stolen or misappropriated entries.

Entry forms with incorrect/inadequate/illegible/ambiguous particulars will not 
be considered. The festival committee reserves the rights to accepts or refuse 
any film without assigning any reason whatsoever.

DVDs submitted for selection shall be final and no changes will admitted after 
submission.

It is the sole responsibility of the entrant to submit DVDs without any 
physical/quality defets.

The competition is open to professionals as well as students.

SELECTION

A jury board consisting of artists, critics, film makers, writers and other 
professionals shall short list the films and it is discretion of the Festival 
organizers to substitute the same.

Another jury will select the winners.

The decision of jury shall be final and no further correspondence on any matter 
shall be entertained on selection of films.

The selected films will be notified through website/social media platforms as 
per schedule. However the Festival Committee reserve the rights to change 
dates, without assigning any reason whatsoever.

The Festival Committee reserves the rights to show the films on non commercial 
basis in different towns of North East. For promotional/publicity purposes, 
excerpts of film which has entered the festival, may be shown in electronic 
media/internet and other related media during festival period.

Entry constitutes permission to use winner’s name, likeness, voice for further 
advertising and publicity purposes without additional compensation.

Filmmakers/delegates of short listed films will be invited to attend the 
GUWAHATI FILM FESTIVAL where the films will be screened. However the festival 
will not arrange or reimburse for travel / accommodation expenses of the 
participants.

The Film Festival has the power to settle all cases not covered by rules and 
regulations.

Participation in the Film Festival implies acceptance of all aforesaid 
regulations and respect of screening and submission rules.

LEGAL IMPLICATIONS :

Short films which are submitted must be entrants’ original work and shall not 
infringe on any copyrights or any other rights of any third party. Contestants 
agree that they have obtained all required permission regarding music, sound 
and/or images presented in short film. The festival organizer is not to be held 
liable for any copyrights infringement perpetuated by the contestant or his 
film.

The festival organizers reserve the right not to screen any film for any reason 
it deems valid. The contestant accepts the responsibility of the accuracy of 
information supplied and authorities HSFC to reproduce/use personal/company’s 
contact information as supplied. All legal issues, if any shall be subject to 
the jurisdiction of Gauhati High Court.

Entrants will retain all ownership rights.
