Dear Ankur Da,Please find the writeup on the issues. Actually initially I
thought of giving you precise comments on the issues you posed. But then it
occurred to me that if I am to give a game theoretic explanation to those
issues I need to explain certain phenomena of Game Theory. But while writing
those things at one point of time I was not sure whether I could finish it by
today itself. But I tried to be little less rigorous in the last couple of
issues as you can understand the problem solving follows the same path.I am
looking for your comments.Regards,Surajit

Dear Ankur Da,Goodmorning...I have written a piece on the Tragedy of Commons
in Amar Asom yesterday.   I started with the story of Akbar and Birbal about
the filling of the pond with milk. Then justified the behavior of the commons
as its a Nash equilibrium. Then said something about Ostrome and her empirical
works for which she visited various parts of the world. Gave examples of
communities where sustainable uses of the commons are seen. My argument in the
article is the following. To avert the Tragedy of Commons the game has to be so
designed that the behaviour of the commons which used to be Nash in the earlier
game can no more be Nash in the redesigned game. Now Nash will be shifted to
the strategy that leads to the social welfare. I cited Aumann's paper in this
regard. Received some very interesting feedbacks. Started with our VC who said
that the Swach Bharat Abhiyan and the likes are not  successful upto the
desired level because people don't find any motivation...the outcomes are
farsighted. They need myopic incentives. Then there was a lady from Guwahati
who made a paper cut of the article to show to her fellow flat dwellers in
their society as they fall victim to the tragedy of commons...water wastage,
dirt in the common places etc...There are also suggestions for the next pieces
of writings. Most of them are surprised to see the application of Mathematics
in day to day life. Mathematics for most of the common people is still jargons
of symbols, abstract concepts etc. it seems.Sharing with you as you may find it
interesting.
