I think there is a powerful lobby that has restricted agricultural imports from selected regions. Usually, the argument is potential ecological and agricultural damage from exotic invasive species tied to the import. Thus, mango imports are almost exclusively from South America.
Actually, there is a news item in today's TOI saying things may change for the Indian mango:
