Out of the three infrastructure reforms, I don't know about roads, but I know that the telecommunication system has significantly improved in India in the last ten years or so - the phone lines are not dead anymore (most of the time), clear connection, and everybody (except for some of my friends and my immediate family) carries around a cell phone :).
It is a different matter if one does not have the money to afford a cell phone or a computer to have internet access, but the technology is there now. I am not sure how fast is the connection (will have to go and check it out) or how convenient it is for the general public - if it is available thru the libraries or is it only thru those commercial sites only, etc., but the telephone connection has improved tremendously. Thank God!
BTW, the phone connection from here to Guwahati is far far better (very clear and no echoes - most of the time) than to other places like, Chennai, Bangalore, Hyderabad, Indore, etc., and even Delhi :). and shhh! don't tell that to the Babus in Delhi. :) :)
