Bihar Floods have claimed 124 human lives so far (31st July 2003). They have affected 
a population of over 40.49 lakhs spread over 3034 villages (118 blocks, 933 Panchayats 
and 18 districts). 

Following structures are reported to have breached till date. I am particularly 
worried over the breaches in the canals as the maximum discharge carried through them 
is only to the tune of 15,000 cusecs. I wonder, what will happen to the canals when 
they would carry around a lakh of cusecs of water through them. More breaches, more 
inundation and more cutting by the villagers will take place who will face 
waterlogging due to these canals.

When people in the South India would wait for the water of the Ganga, the Government 
of Bihar would be floating tenders for the repairs of these canals. This repair can 
never be achieved before December as mud is needed for the repairs and that may not be 
easily available till the end of November because of water. Still, if we want to go 
ahead with the riverlinking, no one prevents one from committing suicide. I am saying 
this because we, in Bihar, hold the key for the success of riverlinking and there may 
be many similar states on the way to south.

1.      Western Sone Main Canal breaches near village Garunda inundating half a dozen 
villages in Sasaram District.             9th June 2003.

2 Tirhut Main Canal of the Gandak Project breaches in Madhaul in Muzaffarpur, 630  
T.D., district snapping road connection between Patna and Muzaffarpur.       11th June 
2003.

3.      Western Gandak Canal (Saran Main Canal) breaches NEAR Paharpur Dayal village 
in Kuchaykot block of Gopalganj district (Home district of the Chief Minister) 
inundating over a dozen villages.   23rd June 2003.
4.      Saran Main Canal breaches in Lahladpur in Saran district.       24th June 2003 
inundating over a dozen villages.
5.      Tirhut Main Canal braches between Vaishali and Muzaffarpur near Goraul (RD 
78). 26TH June 2003.
6.      Don Canal of the Gandak Project breaches in Ramnagar,   26th June 2003.
7.      Saran Main Canal breaches in village Hansrajpur , block Ekma, Dist Saran.      
 3rd July 2003.
8.      Janakinagar Branch Canall of the Kosi breached near Haripur Kalan and Tinkonma 
villages in Murliganj block of Madhepura District.       27th July 2003.


Embankments


1. Sugauli Ring Bundh breaches in East Champaran        27th July 2003.
2.      Saran Embankment on the Gandak breaches near Gopalganj town, water enters the 
city.     31st July 2003.
3. Surgahi Embankment of the Bagmati breaches on 1st August 2003causing inundation in 
Sheohar district. Four feet deep water on Muzaffarpur �Sitamarhi Road. Western Kamla 
Embankment breaches near Thengha village in Darbhanga submerging 40,000 population.
4.      Badla � Karachin Embankmewnt on the Bagmati in Khagaria district washed away.  
 2nd August 2003.
5. Champaran embankment on the Gandak breaches  near Dumaria inundating Bairia and 
Nautan blocks of West Champaran.     2nd August 2003.
6. Champaran Embankment breaches near Laukaria in West Champaran 8th August 2003.
