Dear Kalyan:

>I am open to correction, Mahanta. After all, nobody is perfect!

*** Me too. I don't claim infallibility either. However the issue is not
your or my perfection or infallibility. The issue is our willingness to
exercise
our faculties of critical inquiry, on a matter of immense repercussions to
the long term wellbeing of the country, which could be irreparably damaged;
in the perspective of an unremiting and glaring record of
governmental/institutional ineptitude,mismanagement and incompetency.

And on the short term perpective of if this whole thing is really the
launching of a visionary undertaking or a politically inspired and
ill-considered scheme, destined to generate far more disharmony among the
constituents of an already severely fractured union; than national good.

*** I agree with you 100 percent with " >Manas is noted for ----
(Rodgers and Panwar, 1988)"

I will also up you one and agree that Rajasthan can seriously use a lot
more water.

But what does that have to do with the Manas-Kosi linking scheme? Or the
Brahmaputra / Ganga linking?

*** You asked me earlier to comment on the success of Indian engineers on
the blue revolution leading to the green revolution.

I join you in congratulating the dam builders and canal builders
        who executed the projects.

However I am not in a position to be able to comment on the WISDOM
of some of these projects, in view of all the negative side ffects
that I read about. It appears that the planners were not necessarily
interested or were capable of seeing a complete picture and make
        the right choices comprehesively.

Personally, I have a high degree of respect for the technical
skills of Indian engineers. They can be the best in the world.
Where they do not measure up is in the pre-engineering issues, which
involves the inexact sciences of sociology, ecology, economics, politics
and such arenas where the need for CRITICAL analyses is paramount.

        But give them a slide-rule and tee-square ( or a calculator
and autocad), they would be correct to the seventh decimal
        place every time :-).
