Absolutely right.Our system does need some sort of a overhauling,no doubt.Largely, however,as one wise Indian noted " The country and the Constitution has not failed the people but the politicians have failed both the people and the Constitution".An all-pervading,self-generated environtment of corruption and craze for power,of hypocracy and inefficiency,of populism and profligacy--in alphabetical order--has ensured that.
In my view,the public must learn to demand a comprehensive progress report from each CM on what he/she has achieved in the field of progress at the grassroot level.This long overdue exercise is the litmus test of their competence for the benefit of all the ordinary citizens.The biggest question is-- who is going to agitate the public mind,whose cerebral foundation seems to be so weak? A new breed of leaders may help in answering this question.
