Hi Kamal:

I have been very curious about what the Brahmaputra Board has put forth. I
ha ve heard the name of this org. for years now. Also I heard the Union
Water Resources minister Bijoya Chakravartyu of Guwahati passing the buck
on to the Brahmaputra Board when somebody asked her about the so called
Prelim. Report on the Brahmaputra and 'riverlinking' which seems to be
missing.

I realize I am not always with it, but I don't recall seeing anything
concrete coming out of the enormous brain power coffers this august board
must possess. What is  the matter? Is it my bad, or is it that the
Brahmaputra Board is all talk and no substance?
