I agree with Chandan da. If one believes in the power of the voting booth,
why not let the voters decide crucial issues in places like Assam, Manipur
and Kashmir? Why talk about the vibrancy of democracy and its strength,
and in the same breath deny the most empowering tool of democracy (i.e.,
voting) to those who disagree with you?

It's because the Government doesn't know how it is going to come out if
free and fair discussions are allowed during the period preceding the
referendum. I would say allow referendums and use international observers
prior to, during and after the referendum to ensure its integrity.
