Thanks for forwarding the note from WWF about the efficacy of tanks ( ponds). I have not had a chance to reply to that yet, but hope to one of these days.

Just a short query today:


* Would you mind sharing with us ( if you know, that is) why the PFR's on the proposed riverlinking routes are still not made public?

Or am I mistaken? That is they are available, and I am misinformed? I read in Gen Vombatkare's note that it is still not on the Internet as ordered by the Supreme Court. But how about the hard-copies?

As I mentioned earlier I am particularly interested in the Manas Teesta and Brahmaputra Teesta (?) links.

Sudhir's note also brings up another question: What do the people do if the govt. defies the SC verdict and either dilly-dallies or otherwise finds ways to evade the order? I have not heard of any minister being ordered to prison yet for example, for defying the SC.

Is it 'eat-cake' for the people, or is there some recourse, I mean in an absence of a whistle-blower ?

I suggest you focus on the content, rather than on the wrapper.

As regards your remark that the debate is now entering really interesting
stage, there is no debate and therefore the question of it entering any
stage does not arise.

The first requirement of a debate is that each participant can be held
accountable for what he/she proposes; for only then will people think
carefully before taking positions.

If the executive goes ahead with river valley projects and if these don't
work as well as expected, then of course the executive will be held
responsible. And if the executive - under pressure from activists -
abandons river valley projects and then there is food shortage, will the
activists be held responsible ? No. It is still the executive who will be
held responsible.

Activists are not accountable for what they say/ write. This enables them to
take positions that "look good" - to become darlings of the
international community - without worrying whether their positions "work
well".

THIS is the reason why there has been very little meaningful debate on ILR,
and this how it will continue to be. What you are witnessing between me and
Shri. Vombatkere is just a bit of good natured fun. For your kind
information, we both have been through this before, it did not lead to any
thing substantial then, and it will not lead to any thing substantial now.
