That is the hallmark of an ignorant society. While the ones capable of making a difference only want to reap undue benefits from high office, an equally ignorant populace either goes about just accepting things or just blaming the "centre" - for the centre is a convenient scapegoat.
How many of us here are aware of what the state government is capable of doing lawfully and what it must do it fulfill its duties. There have been N number of IAS/IPS officers from other states who have had the oppurtunity to be posted in Assam. These were zealous young people from highly motivated backgrounds. However more often than not they have mostly left Assam after short stints due to sheer frustration. The reason is that some local MLA with connections would always have the upper hand and dictate the way things ought to work. Are we blaming the centre for the miserable condition of our city roads or the chaotic traffic or anything that might make our lives a little easier? BTW, hope you all have read about the recent passage of the "Right to information act". Several dirt poor and desperate people in other states have already started to reap benefits out of it. So as long as we know what the tools are and how best to use them, we can start making a difference to the society instead of only blaming who else - the centre? Let us not forget that 'land' is a state subject and if somebody is occupying govt./forest land without proper document/allotment the occupants can be evicted. I saw some eviction drama being enacted at Guwahati. As soon as the police left the scene, the ram-shackle shanties were back. There is no governance.
