That is the hallmark of an ignorant society. While the ones capable of making a 
difference only want to reap undue benefits from high office, an equally 
ignorant populace either goes about just accepting things or just blaming the 
"centre" - for the centre is a convenient scapegoat.

How many of us here are aware of what the state government is capable of doing 
lawfully and what it must do it fulfill its duties. There have been N number of 
IAS/IPS officers from other states who have had the oppurtunity to be posted in 
Assam. These were zealous young people from highly motivated backgrounds. 
However more often than not they have mostly left Assam after short stints due 
to sheer frustration. The reason is that some local MLA with connections would 
always have the upper hand and dictate the way things ought to work. 

Are we blaming the centre for the miserable condition of our city roads or the 
chaotic traffic or anything that might make our lives a little easier?

BTW, hope you all have read about the recent passage of the "Right to 
information act". Several dirt poor and desperate people in other states have 
already started to reap benefits out of it. 

So as long as we know what the tools are and how best to use them, we can start 
making a difference to the society instead of only blaming who else - the 
centre?

Most of the people when in power think that, God has sent them perpetually only 
to enjoy the benefits of power. They do not understand that it is the 
opportunity to serve the people, who has selected/elected/ appointed them to 
such elevated positions. Without the society, what use their power, authority, 
status?? So when given a chance one must give maximum back to the society, 
after all the society has invested on the person. This does not happen with our 
myopic people. 

Mr. Rajkhowa was a forthright and honest officer. But he could have made a 
difference as the CS. In his place TN Seshan or Kiran Bedi could have done it. 
Mr. Mahanta and AGP sarkar could have done it. They cannot shift all the blame 
on an equally indifferent Centre. Let us not forget that 'land' is a state 
subject and if somebody is occupying govt./forest land without proper 
document/allotment the occupants can be evicted. I saw some eviction drama 
being enacted at Guwahati. As soon as the police left the scene, the 
ram-shackle shanties were back. 

There is no governance.

Starting with the long winding article on "God Save Asom and the
Asomiyas" by JP Rajkhowa - it seems that he is a good successor to the
founder editor of Sentinel, Mr Dhiren Bezboruah.

But one must ask Mr JP Rajkhowa if he's trying to "close" the stable 
door after the horse has "bolted"? Perhaps, one might even ask - what
was he doing when he was the Chief Secretary - such a powerful
position - the state's top officer?
