The numbers could be quite enthusistic.  But, there is a lot missing out here 
that can help in the healthy growth of this sector and to list few ones are 
technology upgrade, financial support from mainstream banking organizations, 
institutional level quality process and longterm growth plan to employ many 
more in the sector.

Indeed, it is a good initiative. 

The State of Assam is traditionally known for its rich Handloom and Handicraft 
products. In fact, in this line, I was working with Indian Institute of 
entrepreneurship (IIE) Guwahati and Rural entrepreneurship Programme, SIDBI, as 
project implementation officer in the past. 

What I would like to suggest you that to explore the existing entrepreneurs in 
the region, you can go through the governmental data base, where the 
entrepreneurs has registered in the DIC office and  were requesting for 
financial assistance for the handicraft activities. 

Broadly, we can visualize from the govt. data that Number of Handicraft Units 
and Artisans in Assam in according to 1995-96 census :
