These is a new system to filtrate money. Earlier, Funds were released from the secretariat/ ministry's desk only after receiving 10% cuts in cash. But this system has become risky and complicated as people are becoming cleaver and media is always after it.
In the new system, 10% -20% is diverted to consultants at the source and then shared. D.
