I think corruption by political people of one specific location in
Assam is the theme of first email, then showing it how in Alaska
corruption was dealt by Ms Sarah Palin.

Now if Pait sir is not trying to hide corruption by political people
of that location in Assam by saying " ... stop using dhekeri or upper
Assam" I would like to know what are his reasons. 

Because it does not look like the theme is a question of unity
jeopardy anywhere in Assam.
