As long as the powers that be consider money, power, votes ( the order - your 
preference ) above the need to preserve one's cultural heritage and identity, 
absolutely nothing will work.

A better approach is to manage the opportunities that encourage migration. The 
construction industry is one of the major employers of Bangladeshi labor. How 
about publicizing the benefits of pre-mixed concrete and mechanized concrete 
pouring ?

Probably, the Work Permit idea was "dead horse" in Sanjoy Hazarika's Rites of 
Passage book even before its printing, because Sanjoy Hazarika did not validate 
Work Permit usage in Assam in his book - implementing it would not do good in 
Assam.

So how to validate Work Permit usage in Assam (just a suggestion)  would be to 
find its pros/cons if implemented.



Suppose Sanjoy wants to bring Bangladeshi to Assam on Work Permit.

What is the minimum annual income of an individual enabling him to pay exactly 
Rs 100 as Income Tax to GOI?



Suppose they are day labour (immigrants coming to Assam are very poor day 
labour)

How much GOI will make as Income Tex from a day labour?


Rs. 0.00 (am I right?)

Actually Shantikam, in order to make this discussion "rational and practicable" 
we need to validate Work Permit idea to see its pros/cons should it be 
implemented in Assam. Without validation I cannot see how you can be confident 
to find "takers" or to claim you are not "flogging a dead horse".
