You have raised a few very good point. Here are my response.
 
1) You get money. -> Invest it wisely. -> Produce good results. -> More money 
will come. However if you waste it, the cycle breaks down and it creates issues 
with fund. We, the Assamese people, just know how to complain. It would be wise 
to make solid plans to spend money for job growth. Then more money will come to 
the state. This requires putting capable people who can manage and govern the 
state. This needs political awakening among the residents of the state so that 
capable people are elected. It is very important that as a voter you have a 
good choice. There has been a problem in Assam as smart people are not going 
into politics. About 25 of my classmates from the undergraduate class in India 
went into IAS. I am in touch with them and we all share the same sentiment.
 
2) I will not say that the cops in Bihar are better than those in Assam. May be 
they are equally corrupt and incapable. Yes, we need to upgrade our Police 
forces. Yes, we need to change the basic security philosophy and intelligence. 
However the main issue may be a different one. There is a vested interest from 
some of the neighboring countries to keep north-east a disturbed region. They 
are exploiting some of the folks over these states, and encouraging them to get 
involved in terrorism and to bear arms. For an unemployed youth, this is 
becoming an attractive option from economic point of view.

Poverty or joblessness is not the cause behind 'terrorism'. Bihar is the 
poorest state in India. biharis are not turning terrorists everyday. Security 
loopholes needs to be tightened. and above all, we should stop blaming the 
entire community for the criminal activities of few individuals. this will not 
lead us to any prosperity.

The Government of Andhra Pradesh has decided to establish 143 new ITI's in the 
state with an aim to provide industrial training and to generate more 
employment for youth of the state.

The State has already 730 ITI's offering industrial training to youth.

Out of total sanctioned 143 ITI's, 100 will come up in the private sector, 
while the remaining is being set up by the government.

In all these ITI's, motor-driving will be included as important curriculum to 
meet the increasing demand for drivers these days.

In view of this, district Collectors have been asked to acquire at least 15 
acres for each new ITI to provide sufficient space for driving.

I think it would be very useful to open up new ITI's or modernizing existing 
ones in Assam. This will add a lot of value to the local economy by producing 
good technicians. They are the force behind the manufacturing sector. I can 
personally help on planning, establishing and modernizing these institutions if 
Assam government is interested.
