A key being seen for the first time surely is new? Being seen for the first time within this run-unit. The exit is essentially processing a stream of input without the benefit of context. You may be interested to know that an IDMS exit is NOT allowed to issue DML calls, so checking against the database, even if it made sense to do so, is not an option.
