Where does it state that?  I have been reading the POP and I can find
nowhere where it states that relative addressing instructions are to be
used for branching only.

ROT: Unless you're talking about a branch location, you should not be
using
relative instructions. All literals and other data should be covered by
a base
register, no matter where they appear.
