I was thinking that for most programmers doing:

//STEP EXEC PGM=MYPGM,PARM='PARMS'

is more "intuitive" than:

//STEP EXEC PGM=CNTRLPGM,PARM='MYPGM,PARMS'

But the reality of the situation is that I'm unlikely to actually implement 
anything. We don't use HLASM around here very much any more. Just COBOL.
