I like the qualification of "cheating" for borrowing others' code.
Which IMHO is not the same as software reuse.

Software reuse software is hard work. The implementation must be done
generic enough that it can be used in all places, and changes to that
common code need be handled with great care. Copying (and modifying)
borrowed code is less likely to improve quality because you may be
dragging in stuff that you did not need but still am impacted by bugs
in it.
