I agree there are some differences, which to some are a boon
and to some a bane. With the noallow option z390 will behave
as closely to full HLASM compatability as we have been able
to achieve. A few minor points remain, and these are documented
on the z390.org web site.

With the allow option enabled (the default) z390 is indeed quite
a bit more permissive than HLASM. It also enables additional
functionality, structured programming concepts for macro code
amongst others.

Of course, Tachyon and Dignus might likely be as effectively
out of the OP's budget as HLASM.  I tried my (open code) example
with z390.  The behavior seems equivalent to HLASM.  However,
z390 is more permissive on string length limit than HLASM.  Some
might consider this better; others merely incompatible.
