In other words, I think that being noisy about this issue will have a
more constructive result than being silent will.

The subject line of this thread started off as "Program FLIH". Then, you renamed
it to, "Program FLIH backdoor - This is a criminal breach of security!" Making
noise is one thing; making speculative accusations of criminal wrongdoing is
quite another. That's the stuff of lawsuits. Innocent until proven guilty is the
American way; not the other way 'round.
