Page stealing is when a page is paged out (if necessary) and invalidated. The frame that it occupied is assigned to the Available Frame Queue. RSM does not assign a frame from one address space to another. It takes frames from the AFQ as needed and steals pages to replenish the AFQ when there are too few frames available.
