Notice that Peter's reply included the words "presumably" and "part of the 
reason."
Presumably, therefore, Peter either does not know the real reason or does not 
know all the real reasons.  This may be a case of plausible deniability.

This is a rather interesting and (for me at least) new interpretation of 
documenting the architecture. I believe there are a lot of instructions in the 
Principles that are only useful for when you're an operating system.
