I am not sure that I should wish to try to do channel programming in COBOL or even C. It may be possible, but I suspect that it would be clumsy and less than perspicuous.
More seriously, while the LE is valuable in many contexts---It replaces a different run-time environment for each procedural language with a single one---its requirements are often difficult to meet or circumvent in the bowels of the operating system (where I suspect that Peter thinks none of us belongs).
