Does SMP/E provide any facility for performing such parameterization,
or is it left the responsibility of the human being performing the
installation.

I can imagine initialization code which makes environmental inquiries
and selects a TASKLIB from which to ATTACH the body of the application.
This is well suited to heterogeneous sites, but the configuration is
so complicated as to be error-prone.
