I don't know VSE. But under z/OS, you can LINK to ASMA90.  You pass
parameters to ASMA90. In those parameters can be the address of a
SOURCE exit routine. The assembler will call this exit point for
OPEN/READ/CLOSE processing. You can use this to feed input into the
assembler.
