There is a major difference between APL and regex (one liner wizardry to operate a nuclear facility not withstanding) - and it is market share. I estimate the amount of people who would code some regex, somewhere around the world in the next 24 hours far exceeds the amount of people who would code COBOL in the same 24 hours. People who would code APL on the other hand, I don't know, your guesstimate is as good as mine... a hundred?
