(Untested, unresearched, conjectural):

Use CONVTOD to convert suitably formatted time in (E)TOD format.
Add 30 seconds in TOD units.
Use STCKCONV to convert to formatted.

Might work for GMT; guaranteed to produce incorrect results for
LOCAL near a Daylight Saving boundary.
