really see the rationale for not making this facility available to the
writer or generator of TABGEN macro instructions.

Others may agree with EJ, and perhaps this is a visceral rather than
an intellectual difference.  I have now permitted the use of CIDTs of
macro keyword parameters for many years witrhout encountering the
potential problems that other posters to this thread have envisioned.
Anyone who dislikes them can avoid using them, subvert their
availability, by using an always supported full value instead of one
of its CIDTs.
