In chapter 7 of ESA/390 Principles of Operation, section "Instructions", Programming Note 11 says "The following additional general instructions are available in the ESA/390 architectural mode when the z/Architecture architectural mode is installed," after which follows the list of N3 instructions. So, the N3 instructions are only available on z/Architecture machines.
