Not quite. At least once upon a time, adding users to z/VM was an authorized function. At that time you could not create one or more userid's in which to run disconnected VM's (DVM's) to act as your servers without authorization.
Though I must admit my knowledge and experience of VM is ancient (VM/SP3), so there may well be newer mechanisms in z/VM that permit an ordinary user to create their own DVM userid's.
