It's straining out a gnat and swallowing a camel to provide microsecond or picosecond resolution when the result is several seconds off from either TAI or UTC (and getting worse).
(But I'm guessing, since IBM declines to provide adequate documention of the relation of STCKCONV to conventional time scales such as TAI and UTC.) -- gil
