As far as I know it's a marketing fudge. Whilst there is no difference in
capability between a zIIP and a normal CPU there is a large difference in
cost. 
However the zIIP will only run certain workloads.

It therefore allows IBM to effectively compete in commodity CPU dominated
Linux market place, whilst continuing to charge zOS (knee MVS) shops top
dollar for what is effectively the same hardware.
