Yes, but USING ADDR,0 where ADDR is not the base of a CSECT has the
unexpected effect of using not ADDR, but the name of the owning CSECT
as the base.  I mentioned this here a couple years ago and John Ehrman
acknowledged that the behavior is illogical but changing it now would
surely break more code than it fixed.
