Oh, he might be running on a licensed platform intending to use
the generated object elsewhere.  Or he might just be an Agatha
Christie fan.  But the HLQ IBMUSER raises more questions.

What are the miniumum OS requirements for HLASM?

Hmmm...  YA use for the ASMA435I.  And does anyone have an Edit
macro that will open EDIT at the line and member in ASMA435I?
For this, it's useful that the message mentions the relative record
number, not the sequence number.
