It does. A 31-bit address taken from the rightmost thirty-one bits of a fullword address constant expanded to 64 bits by zero padding. (MVS has a habit of turning on the top bit in a V() constant.)

The program you refer to contains so many errors that it is clear that it was written by someone with "limited understanding" of z/Architecture.
