... which your example code matches. What deficiencies do you see?
For whatever they are, you should submit a RCF.
In Rexx I've found BPXWDYN most valuable for:
o RTDDN to avoid DDNAME collisions
o RTDSN and RTVOL to reallocate temp DSNs to different DDNAMEs.
Alas, these seem not to work for VIO.
