This borders on silly but has been used in other contexts:  Use status file 
which is set as the last thing in startup procedure.

I am looking for a way for a batch job to know if CICS is all the way up, i.e., 
has issued the "DFHSI1517 CICSTMS Control is being given to CICS." message.

I can look at the ASCB to know if a CICS is executing, but I don't see a way to 
know that it is really operational.
