There is no such thing as a sign before the value is packed or

Since all numbers have a zone field of X’F’ there can be no discussion
about a sign since it is not part of the number

In EBCDIC form, i.e. unpacked, the sign is in the right-most
byte along with a decimal digit. I.e., the zone field
holds the sign information.

In a packed decimal number, the sign of the number
is held in the right-most byte, in the least-significant
nibble.
