I asked my colleague, Billie Jean Simmons, about Zowe.

She said:

1. on the host you can either have the new RSE API or z/OSMF
2. With Zowe CLI installed locally the user can run command `zowe zosmf check 
status` and in Zowe Explorer 1.7.0+ there is a profile validation that run the 
check status. If the z/OS system has a firewall the user will need to go 
through it to connect to the z/OSMF apis.  Yes the appropriate z/OS rights will 
be needed, Zowe with z/OSMF uses RACF groups

3. Zowe CLI can run on the client without VS Code, as well as the new RSE CLI 
Plug-in for Zowe CLI.
4. There is no separate step, when saving "host side" files the changes are 
uploaded to the host during the save.
5. I am not sure about REXX coverage at the moment.
