Not in thee general case.  A DLIB may contain objects which need
to be linked with library subroutines to be valid executables.
Is Metal C an exception?

When a tester reported an ABEND attempting to run one of our
modules from a DLIB, I began intentionally marking objects
in our DLIBs non-executable.
