Does giving a character constant even length guarantee even
alignment?  I'm thinking of such as:

      DC. 0H'0'
EVEN  DC  C'?'
ODD   DC  C'ABCDE-'

Are the rules special for literals?  What if you want a
speciic length?:

    LARL R3,=CL5'ABCDE-'
