Dave is on z/VSE - which is way lower in requirements for ALS than z/OS
and on top- he is on a level that is fairly old (4.2 IIRC- and z/VSE
latest is 6.2)
6.2 from 2017 (!!) has an ALS requirement of zEnterprise 114

Do you mean you're not on a machine that has the vector facility? Or might
not be?
Otherwise you do have "access".
z/OS 2.5 is the first z/OS release that has the vector extension facility
as part of its architecture level set.
